Agentic Payments Alliance Opens a Standards Battle Between Crypto and Card Networks

The most important fact about the newly announced Agentic Payments Alliance is also the least exciting: it has no technical standard yet. The alliance reportedly brings together 26 founding members, including Visa, Mastercard, Circle, Solana, Avalanche, Fiserv, and Shift4, but it has not released a protocol specification, reference implementation, audit trail, or public test environment. In a market that routinely prices announcements as if they were deployments, this absence matters more than the membership list.

The timing is significant. AI agents are moving from conversational tools toward systems that can search, compare, purchase, and settle transactions with limited human intervention. McKinsey has projected that agentic commerce could become a multitrillion-dollar market over the next several years. Yet an agent that can select a product still needs an identity, a spending limit, a payment rail, and a legally recognized record of authorization. The alliance is therefore entering a real infrastructure gap. It is also entering a crowded standards contest.

The Agentic Payments Alliance, initiated by Rain and represented publicly by its chief executive Farooq Malik, is best understood as an industry coordination project rather than a blockchain product. Its stated focus includes payment standards, agent identity, authorization, interoperability, fraud controls, and regulatory advocacy. Those categories place it between existing financial infrastructure and emerging crypto-native settlement networks.

That position explains the unusual composition of the group. Visa and Mastercard bring global card acceptance, established dispute processes, fraud monitoring, and merchant relationships. Circle brings stablecoin infrastructure, with USDC a plausible settlement asset for machine-driven commerce. Solana and Avalanche offer public-chain settlement with low fees and rapid confirmation. Fiserv and Shift4 provide payment processing and merchant integration. Each participant addresses a different layer of the transaction, but each also has a different definition of acceptable risk.

The alliance is forming while the United States still lacks a settled federal framework for digital assets and autonomous payments. The proposed CLARITY legislation has not resolved the jurisdictional debate, while the White House and relevant agencies are signaling interest in AI and payment oversight. A regulatory vacuum creates room for experimentation, but it also creates a short half-life for any private standard that later conflicts with consumer protection, anti-money-laundering, privacy, or liability rules.

Visa has already moved with its Agentic Ready Program, which reportedly includes more than 85 partners. Separately, The Clearing House is working with a group of banks on a tokenized deposit network. These efforts are not identical, but they compete for the same strategic asset: the transaction rules that determine how software can act on behalf of a person or business.

Core Analysis

The alliance’s technical challenge is not blockchain throughput; it is delegated authority. A human cardholder presents a relatively familiar legal and operational model. An AI agent is different. It may hold credentials, call several services, make a decision based on changing data, and submit a transaction without a human clicking an approval button. A credible standard must show who created the agent, which principal it represents, what limits apply, when authorization expires, and how the instruction can be revoked.

This is not a proposed APA specification. It illustrates the minimum audit trail required before a payment network can distinguish an authorized agent action from account takeover. The signature alone is insufficient. The network also needs a revocation registry, replay protection, policy evaluation, and a clear liability rule if the agent exceeds its scope. These functions may be distributed across a public chain, a card network, a wallet provider, and a compliance service. Every additional component creates another failure boundary.

Based on my audit experience during the DeFi lending boom, the dangerous assumption is that a clean interface implies a safe system. It does not. In a reentrancy review, the visible function call was only the beginning of the audit trail; the vulnerability emerged from an unexpected state transition between contracts. Agentic payments create an analogous problem at the institutional level. The payment instruction may appear valid, while the surrounding identity, policy, and settlement states are inconsistent.

A hybrid model is therefore the most likely compromise. A public chain such as Solana or Avalanche could provide inexpensive settlement and transparent transaction ordering, while Visa or Mastercard could handle identity assurance, merchant acceptance, and disputes. USDC could serve as the digital settlement asset, with traditional currencies remaining visible to consumers. This architecture would be commercially practical, but it would not be simple. It would exchange single-system control for interoperability risk.

The alliance’s most valuable output would be a common authorization layer, not a new token. The supplied information identifies no APA token, issuance schedule, staking mechanism, or fee model. That is appropriate for a standards body. Any investment thesis based on a future alliance token would therefore be detached from the reported facts. The economic effects would instead flow indirectly through transaction volume, stablecoin circulation, processor revenue, and demand for blockspace.

Circle has the clearest potential asset-level connection. If USDC becomes a preferred medium for agentic commerce, its role could expand from exchange settlement and treasury transfers into automated retail and business payments. Yet adoption is not guaranteed. Bank-backed tokenized deposits may offer regulated participants a competing settlement instrument, while card networks may prefer account-based clearing that preserves their existing economics. The choice will depend less on ideological preference than on redemption certainty, compliance cost, settlement finality, and merchant convenience.

Solana and Avalanche face a different calculation. Their participation gives them a seat at the standards table, but it does not mean either chain will become the default execution layer. Membership is an option, not a deployment. The chains would capture meaningful value only if the final standard routes transactions through them at scale and if fees, validator economics, and application demand remain material. A launch announcement can improve long-term strategic positioning without changing near-term network fundamentals.

Governance is where the audit trail of a broken liquidity trap begins. In a speculative market, attention can move rapidly from a headline to the native tokens associated with the participants. If standards work then stalls, the initial liquidity that chased the narrative can disappear before any technical milestone is reached. The relevant question is not how many institutions joined, but whether the alliance has decision rights, neutral arbitration, public minutes, implementation deadlines, and a process for resolving conflicts between open infrastructure and closed payment networks.

The governance problem is structural. Visa wants reliable authorization, fraud controls, predictable economics, and regulatory accountability. Public-chain developers generally prioritize permissionless access, composability, and low-cost settlement. A compromise that satisfies everyone may become too abstract for developers and too risky for regulated operators. A standard that favors one side may cause the other side to leave or build a rival system. Without modular design, the alliance could produce a document that is politically balanced but technically unusable.

The first meaningful market signal will be a draft that developers can implement, not another list of founding members. Observers should look for an open schema, SDKs, sandbox transactions, identity requirements, dispute procedures, and test results across at least one card rail and one public blockchain. The absence of these artifacts after six to twelve months would suggest that the alliance is functioning mainly as a lobbying forum. That would not make it worthless, but it would sharply reduce the probability that it becomes the default standard.

Contrarian Angle

The consensus interpretation is that institutional participation validates crypto as the settlement layer for the AI economy. The more uncomfortable interpretation is that institutional participation may validate the opposite: crypto could become an interchangeable backend while the decisive control points remain with card networks, banks, identity providers, and regulators.

In that scenario, public blockchains provide final settlement or collateral, but they do not own the customer relationship, authorization policy, fraud decision, or dispute process. Stablecoins gain circulation while their transaction rules become increasingly shaped by compliance intermediaries. Public-chain activity may rise without creating proportional value capture for every network or token associated with the alliance.

There is also a timing risk. Visa’s focused program and the bank consortium’s deposit network may move faster because each has a clearer center of authority. A broad alliance can claim neutrality, but neutrality often becomes a slower form of governance. If Visa establishes a working interface before APA publishes a draft, the market may adopt the operational standard first and treat the alliance as a coordination layer around it.

Regulation could reverse that advantage. A future federal rule defining agent liability, consumer consent, data retention, or stablecoin settlement could force every private framework to change. The alliance’s regulatory advocacy may help it anticipate those requirements, but it cannot guarantee that policymakers will accept an industry-written rulebook. The window for first-mover advantage is therefore real, but conditional.
