Arbitrage is just patience wearing a speed suit. And right now, the market is too patient.

Context: The Machinery of Friction

This isn't a drill. The House Ways and Means Committee—the most powerful tax-writing body in the U.S.—plans to mark up a digital asset tax bill. The goal: align crypto taxation with traditional financial tools. Stocks, bonds, ETFs: they all have cost basis, wash sale rules, and 1099 forms. Crypto currently sits in a gray zone where traders can harvest losses without wash sale restrictions and report gains on a handshake. That ends.

The bill likely includes broker reporting—forcing centralized exchanges, and potentially DeFi frontends, to issue tax forms. It may mandate specific cost-basis methods (FIFO vs LIFO vs HIFO). The underlying logic is to eliminate the arbitrage between crypto and traditional tax treatment. The U.S. government wants its cut, and it wants it clean.

This markup is the first legislative step. It's a signal that Congress is moving from hearings to action. The timeline: markup in September, floor vote later, then Senate. If it passes, the IRS gets a new toolbox, and every trader gets a new compliance headache.

Core: What Dead Cat Bounce? This Is a Structural Shift

I run a quant team in Chengdu. I've scraped ETF flows, mapped funding rates, and back-tested mean reversion on Luna death spirals. When I look at this tax bill, I don't see tax policy. I see an order flow disruption.
